10/ After his refusal, Davis watch Frey slow-walk or outright not institute the committee’s reforms. Frey contests this & touts the work group, but it’s significant that Levy-Armstrong, no friend of progressives, has endorsed Davis for mayor. (Davis is a good progressive!) So, that’s the backstory!

9/ That’s right — Jacob Frey wanted a “black friend” to run cover for him. Davis refused; the mayor acted like Davis owed him something for appointing him to the committee, in a cynically transactional calculation that twisted Davis’s volunteer public service into political fealty.

8/ The part the public DOESN’T know is that in the firestorm after Locke’s killing, Frey called Davis, then on vacation in Mexico. Davis — fully expecting Frey to discuss how to better control MPD — instead found the mayor pleading with him to fly home & stand with Frey at a news conference.

7/ Caught in a lie, Frey never apologized. Instead, we got his famously weasely “Language became more casual, including my own.” BTW this is the 1st election voters can hold Frey accountable for lying & Locke dying, but the incident is almost memory-holed in coverage. www.cbsnews.com/minnesota/ne...

6/ But something happened between Davis being appointed co-chair & the committee finalizing its work: Amir Locke was killed by Mpls police executing a no-knock warrant Frey LOUDLY told the public during the election that he’d banned, as evidence of his reform credentials.

5/ The group had a decently mixed membership, and Davis & Levy-Armstrong got some shit for closing its meetings to the public to foster candid deliberation. Anyway they produced recommendations. Davis told me one of his motivations was Frey touting their work but not following up on the actual recs.

4/ At the time I remember thinking, “Well, this is interesting, Frey picking Nekima Levy-Armstrong to co-chair a reform group.” I wasn’t super-down with Nekima because she loudly opposed Q2 police reform & she didn’t oppose Frey but also isn’t one to usually fall in line. Davis I simply didn’t know.

3/ Rev. Davis had a secure job heading Plymouth Church. They do great stuff for the community, including running a food shelf, ministering to people without homes, policy advocacy. In fact, Frey himself picked Davis to co-chair a Public Safety reform working group 1 month after Frey’s ‘21 win.

2/ A question I ask every mayoral challenger is “why are you running?” People who run against Frey face an avalanche of $$ & elite wagon-circling. It’s no fun. Policies motive, and undoing injustices, but there’s often something they’ve experienced that make getting into the arena unavoidable.
