The regulation of sex work so it remains a shameful poverty trap and never a way to get out from under the abusive fist of a husband is one of the priorities of patriarchal states going back 5000 years. The wild instability of capitalism has that regulation changing at breakneck speed.
Helpful hint: commodified sexuality has always been part of patriarchal societies, even the super-prudish ones you think can totally be fixed by fucking nastier.
