Not just in the sense of "I have a piece of paper with a judge's signature", but also "the court agrees that what I did could reasonably fall within its scope"

Saying "unless acting within the scope of a judicial warrant, federal law enforcement agents will have no more right than private citizens to enter premises or question, coerce, detain, arrest, or shoot people" would be good.

Also, no judicial warrant = no qualified immunity.

In the back of my head, maybe we can push all the way back from the unitary executive to the point where the President has profoundly limited ability to execute the law.

They can still federalize the Guard, but they have to sue the state and win in order to do so.
