The Massachusetts legislature solves this problem by not passing any laws.
It is absolutely stunning to me how little most legislators actually know about the laws that they're passing. The process for hearing legislation, getting educated about an issue, and allowing robust public feedback is much too fast for the amount they want to get done each term.

It's UGLY and a big reason why I got out. My last straw was working for months on affordable housing legislation for an NYC council member and at the last minute he decided not to support it so that other members would vote for another "more important" bill

This is true BUT what I'm learning is that they don't read or retain any of that, even when people have repeatedly spoken with them and given them clear handouts breaking things down.

It's possible part of this is specific to OBC legislation, and battling against a lifetime of cultural narratives?
Most of them have pre-drafted pieces given to them by lobbyists.
