After years of an insane amount of arbitrary tear gassing. The run off of tear gas into storm drains caused a contaminant (cyanide and heavy metals) problem so severe environmental groups sued DHS.

My guess is that Portland has been tear gassed in quantities higher than any other U.S. city.
