I had the season 9 DVDs and in the commentary, Peter Deluise (frequent director) and Gary Jones (Walter) discuss this. Basically, it’s just because otherwise every episode would be “how do we talk to these people?!” and that’s not the show they wanted to make.
Forgive me if I missed this being explained, but how do people from distant worlds like... all speak English in Stargate? Modern English at that.

Pruned my shrimp bowl so they have room to swim again. Most of these guys were born in here. It’s just a fishbowl with aqua soil in the bottom and pearl weed. No filter, no light, no heater. Just in a window. Change some water every now and then and wipe the glass. A fun thing that anyone could do!

seems to me that Mamdani wants to enact his agenda for the people of NYC and has spent the time since his election preparing to do that while mitigating the three biggest threats to his success: the NYPD, the Trump regime, and the Dem establishment.
