Yes, sort of, but "salami tactics" refers to the way Communists after 1945 would infiltrate parliamentary systems by gaining control of key ministries and other positions one "slice" at a time. Today people use it as a generic frog-boil metaphor, but it used to have more precise meaning in E. Eur.
What we are experiencing is creeping authoritarianism, in which incremental changes some have referred to in the past as “salami tactics” are used to undermine all of the underpinnings of democratic government, slicing them away methodically with (in this case) mostly quasi-legal modifications. Yes?
