I researched this for the Daniel Faust novels and, just like Dan says, no. Victims are LESS likely to become offenders than anyone else.
Are child victims of predation more likely to become predators themselves?
If so, could breaking the cycle (using maximum kill or no-parole penalties) reduce the prevalence of a crime you say is unavoidable?
