That's what makes Garak such an interesting character.
He does things for what he believes in the greater good, but he's not going to pretend that by the average person's standards he's a "good guy".
He's pragmatic. And he's aware this is going to harm people in the splash zone of his actions.

This is what plays him off so interestingly against a character like Garak, who considers himself a patriot working for a great good (as he might define it) but does not believe on any level, even for a second, that he's actually a misunderstood good person
