Is enforcement a long-term solution to bad driving? Nope. Is it a quick and easy to implement fix that will have immediate results reducing crashes and the severity of crashes, thus saving lives, reducing injuries, and improving the flow of traffic? Yes.
Yes. In addition to long-term street redesigns, we need to enforce traffic laws.

We currently have a culture that doesn’t consider road rules (like speed limits) to be legitimate or real.

Some jurisdictions — Ontario, Alberta — have banned/restricted automated speed enforcement. That’s bonkers.
Is enforcement the answer to a deadly year on Calgary roads?

Consider how often murder cases are wrongful convictions, and then think about how many lesser offenses must also be wrongful convictions (probably more) - but don't come to light because the people serve their time and can't afford review.
Wrongful convictions happen far too often, propelled by the death penalty’s embedded racism, human error and bias, and political pressure to reach a conviction after serious crimes occur.

As long as the death penalty exists, we risk executing innocent people.
