I'm just your area admin law guy, but the President can't unilaterally set regulatory policy. Power to make law comes from Congress alone, and delegated power has to follow Congress' rules--the APA, including notice and comment. This isn't just bureaucracy, it's a bulwark against arbitrary rule!

This is a thought-provoking take. Most people say Andor makes Rogue One retrospectively better. Jamelle suggests (I think probably correctly) that any film should be evaluated on its own merits. But your suggestion is that Andor makes Rogue One retrospectively *worse*. Interesting!
