the way it is presented (in the earlier stuff, the ball is lost and regained between various authors) is that the imperium's fascism is *ineffective* at fighting those threats, in part because they take such an insanely paranoid firebreak approach to dealing with them
one thing the fascist metaphor fails at (tho 40k is more like absurdity that it's not sure if it's against or for) is the x-men mutants as a stand for minorities problem. the xeno threat is not like fear mongering about minorities they will in fact murder billions!

If Republican vote share in midterms and specials continues to be so closely tied to Trumps approval numbers, this puts them in contention for "worst midterm in American history". If Trump sinks to 31% it practically guarantees it. The current record holder is, of course, Grover Cleveland, at 37.7%.
