Indeed. I remember working on BTRs and ATRs in a program office. Even the BTR was a pain because DoN had to watch their overall reprogramming as you say.

Yeah. Those R&D funds pay for a lot of different things aligned with bringing new capabilities to the services. It does also pay DoD civil servants who work on those projects...like myself.
