I’m certain the reason this didn’t get fixed is because no individual saw it as their job to fix it. Countless dumb situations/processes persist within large organizations because rank-and-file workers don’t/can’t work outside of the boundary conditions of their jobs.
the people who wrote the premier league TV contract didn't consider that Boxing Day could fall on a Friday or a Monday, two of the days of the week

then having recognized their error, no one thought "hey we can just fix this because this dumb situation doesn't benefit any of us"
