A normal functioning government has an obligation to investigate any credible tip they get. That is how the DoJ is *supposed* to work, Jesus Christ.
One of the worst things about the permanent damage Trump has done to US politics is that it's now assumed that he represents the default way to wield power. Biden was hands off with the DoJ. DoJ probably got a tip and investigated it, as they should. Insufficient evidence was found, so it ended.

Things to keep in mind: a shutdown wouldn't have stopped ICE or DHS at all. Also, a shutdown wouldn't have happened or lasted very long as many Dems want to avoid that again. This is the actual best case scenario. There is no magic "turn off ICE" button with our legislature as it is.
