The USPS posting a NINE BILLION DOLLAR LOSS!!! sounds terrible. Certainly worse than if you said "USPS costs thirty dollars per person per year" even though that means the same thing and more accurately describes a government service

The reason is largely the disaster that is the building safety regulator - which has processed about 20% of the applications it's been given in the last year.
