IIRC, they strung Democrats along in the beginning by pretending to work with them. Sen Bauscus and the "gang of six" were trying to hammer out a consensus bill. But then Grassley gave the game away and ran around saying "they're trying to kill Grandma."
This was genuinely scandalous by the standards of the time! There's a reason Democrats started going around saying the Republican plan was "don't get sick, and if you do, die quickly"
They had NO interest in fixing the problem. It was an early lesson in the whole "they worship death" thing
