If that's the case, why go through the trouble of cheating your way to a Congressional majority as president if you don't actually have a legislative agenda? You would have to be deranged and stupid. And... unfortunately...
The administration so far has been an education in executive authority. A president without scruples, as we've long been warned, can take on terrifying powers. He doesn't need Congress. On many fronts Congress cannot meaningfully restrain him.
