Those launchers have been publicly used to terrible effect since they were introduced. There's a journalist in Minneapolis who has been slowly dying of the injury she took to the face from one of them at close range in the George Floyd protests.

There was a story on her a while back.

Yeah I concur on all points.

Less lethal are supposed to be aimed at the ground just in front of a target from at least 30 ft away.

At that range, it'd cave the guy's head in.
