I don't think the detail is being omitted as much as is that everyone writing about realizes that the entire saga of the Kennedy Center is so batshit insane that the detail is simply irrelevant in the bigger scheme of things.
Since a lot of the coverage is omitting this detail: The Kennedy Center HAD a $250 million renovation and expansion just a few years ago, in 2019.

The answer is probably to just eliminate the entire Department of Homeland Security and move what agencies are actually necessary (after top-to-bottom reorganizations and cleanups) to the appropriate cabinet departments - for example, TSA to Transportation, Coast Guard to Trans or Defence, etc.
Note: CBP, not ICE.
