We did a lot of it in 2020-2021, & in the years since we've panicked & undone a lot of it. This too is legislating but it reflects how our government has gone senile; the electorate's craziness & the government's senility are in fact inextricable
I think something uniquely corrosive to the US, and not other countries, is that their legislature *effectively does not pass new legislation anymore* and the electorate has spent the last decade plus going absolutely stir-crazy from that fact.
The version you'd prefer wouldn't have passed with that Congress.

i think this is why Charlie Kirk's death shook the right so much. For all their prognosticating about how "ackshually libs are the violent ones", left violence is extremely low, so A. the fact it happened freaked them out, and B. "don't you liberals know We're The Ones With The Guns" is load-bearing
to so many of them, in a similar manner, the realization of them being on the receiving end of the violence, not just being the ones directing and pointing it, was inconceivable; especially to be done by /generic people/ - doubly so that it could be primed by their own rhetoric calls for violence
