Even if it was El Chapo clinging to the boat how could 2 guys clinging to wreckage, even if loaded with drugs, be a threat to the US. It is absurd and the only question I have is why hasn't Hegseth been arrested.

1) What targets did OLC bless as lawful in this make-believe armed conflict? Per some reports it was drugs not passengers.
2) Is DoD actually attacking the targets blessed by the OLC permission slip?
