This is a terrible development.
In addition to citixens arrest powers, the bill will also repeal restrictions on using force to defend property. So shopkeepers will not only be allowed to assault people, they'll also be allowed to use weapons. Its a recipe for mayhem.

For context, these were due to be published in March 2025. The NZ govt prevented their publication because they intended to ban puberty blockers and the guidelines show they are safe, effective, and standard care internationally. Today they were released in an OIA putting them in the public domain.
In some good news, today PATHA has finally been able to release the 2025 Guidelines for Gender Affirming Care in Aotearoa New Zealand. You can read them here: patha.nz/resources-an...

The explanatory note does make it clear that the ban is for prescriptions for TREATING dysphoria and wouldn't in fact ban trans cancer patients from accessing it, but that it's this clumsy makes their intention clear.
No matter what the politicians say, this is discrimination. Look at how the regulation is worded: This is not a ban on its use for a particular indication, it's a ban for a population.

All human rights exist with equal importance, which is why we have mechanisms (NZBORA s5) to deal with inter-rights tensions.
There are foundational concepts, such as bodily autonomy, which underpin several rights.

Read this thread. The UK trial NZ is waiting for has a predetermined outcome, and will enable, if not mandate conversion practices.

There are a million children in Aotearoa, about 700 of them have been prescribed puberty blockers (that's 0.07%)

Medication decisions should be decided by the child, their caregivers, and the relevant health professionals, not a party relying on imported culture wars to stay in power

The HHS report on gender affirming care released it's updated report showing they stacked its authors with anti-trans hate-group affiliated members, several of whom aren't even doctors with any sort of clinical experience. They selected their own ideologically friendly peer reviewers.

It's a joke.
