The South ultimately won the Civil War. I believe it will be nearly impossible to elect a Democrat in 2028 due to subversion of the democratic process.

Yeah, that's a crime against humanity. Even if you buy off on the idea that drugs they may or may not have been carrying were a threat to public health, once the boat was sunk and "drugs" destroyed, two guys in the water ceased to be any sort of possible threat.
