Not seen the details but this sounds utterly batsarse. Difficult, complex and impossible to compare to petrol cars, so discouraging a move to electric.
This new 'charge per mile' scheme for EVs seems incredibly flawed. People have to guess how many miles they're going to do and pay in advance. What if you sell the car? Do you get a refund? Who is going to police the numbers or will they just rely on MOT history?
