Such a large energy and water investment affects more than just Vienna, Deforest, and Windsor. The Yahara river flows into Cherokee Marsh and Lake Mendota(Madison, Waunakee, Middleton, etc). Utility changes of this size would also affect the entire region. None of us have a vote in this.

That last point. Cassidy really has enormous leverage if he wants to use it. He would win this fight. Worst case is he winds up losing a primary and spends his 70s (he's 68 now) as a hero to millions. He'll likely never have as much influence over anything again as he has over this right now.

Bullshit. Putin needs 18 months breathing space to rearm, reorganise and repopulate his Armed Forces. If he can get Trump to press Zelenskyy into freezing the conflict, Russia will be good to go for a major offensive in spring 2027.
