I don't understand why there isn't a three year "sliding scale" of age of consent among partners until the youngest of the participants reaches 18.
If you're 18 you can legally have sex with someone who is three years younger than you, 15. If you're 19 it's 16. If you're 20 it's 17. Done.

Gambling is an addictive vice. And like all addictive vices, should have friction built in to limit the ability of consumers to over indulge.
All of the trends in the gambling realm have been going the other way. I guess at least this one benefits municipal gov'ts?
