The most effective method I have found to get a company to shovel their sidewalks is shoveling it one time for them, documenting the before and after, then sending the pictures to them and saying that this one's free and the next one will be invoiced. I'm not kidding; I've done this.
Can someone who FOIAs figure out if anybody in Chicago ever actually gets fined for not shoveling the snow off their sidewalks? Because in my experience, if you report it via 311, they check in 3 weeks after the snow has melted and then close the ticket.
