I have come to conclude that the leadership of both parties knows that a shutdown is not going to work because it has never worked, but allows them anyway because it’s the only way to burn off frustration by many party members, knowing eventually the pain will convince them to end it.

I have seen many shutdowns as a a federal employee, instigated by both parties for: the cancellation of ACA, building "The Wall", protecting DACA, and (now) extending ACA subsidies. In no case has the party that pushed for it achieved its goal. There is a difference between goals and (bad) tactics.
