Yes, something that Israel does which is actually quite rare is consider all civilian workers, whether they be in municipal government or in private reconstruction or health sectors, to be combatants *by way of second, third, or even fourth degree association*.
Construction crews attempting to rebuild civillian infrastructure in Gaza or Southern Lebanon are also considered confirmed terrorists.

... Canada doesn't have to stay in NATO.

If the US is going to stab Ukraine in the back I don't see why we'd stay in an alliance with the country that's the #1 threat to our security.
I've got to give the Trump admin one thing, as a Canadian it's impressive to me how thoroughly they've convinced me that the United States is now the number one threat to Canada's security and sovereignty.

They're so far and away the biggest threat to Canada's existence I'm not sure who's second.
