Public policy positions of unions at the local and state level are often defined by these second, third or fourth best solutions. Rarely the positions are just stupid or short-sighted, and other times it's it's anti-solideristic, but almost always they do make sense and they aren't bad positions

I don't think this is correct. The vast majority of hotels get organized either through leverage that the union has at other sites, or more commonly, by using the permit process to put pressure on the employer to agree to card check.

Streamlining permitting generally means more union busting.

berkeley tried to focus on new construction. courts said no. the safety alibi is a good one. this policy is better than status quo.

electrification is feasible many places, this incents it. creating a constituency to make it feasible everywhere is good
