The government complains that Comey submitted a 19-page request for vindictive prosecution evidence.

These requests are for internal deliberative processes, attorney work product, and potentially privileged information. The government has asked for this material and will need to review it. Given that any ruling appealed up to SCOTUS is now rendered as "Trump gets to rule like a king," the main merits of power-court rebuttals are temporary relief and a permission structure for others, mainly congress and Governors, to see the illegality of Trump action & justify their opposition.
