It is incredibly difficult to get folks to understand that there are literally 20-30 people in DC who could end all of this tomorrow, & all of them are Republicans in Congress, & no one in the National Conversation seems interested in paying attention to that.

As Raskin says, by ordering his cronies to commit crimes, Trump makes them dependent on him to obtain pardons. Because the price of losing favor with the dictator in the Oval Office could well be a prison sentence, there's a huge incentive to do anything Trump wants, however repugnant it may be.
Finally: If Trump is hinting or outright demanding that DOJ give him $230 million in claims, how can any official who might be needing a pardon later say no to him? Reinforces the picture of all this as a kind of criminal syndicate. Raskin is strong on this here:
