A lot of Captain Atom fans don’t wanna hear this but he genuinely just works as the asshole foil to other heroes. It’s why they keep doing it. The very nature of his powers and backstory just lends him super well to being the jackass government stooge hero in this world
Captain Atom is honestly just slightly DC's more relevant Mar-Vell, and he seem to only work as a foil to other heroes. For real, I admitidly didn't read any of his comic, but he seems to work as a foil to a main character of the story. Either Public Enemy as a leader of Luthor's own superhero team
