This is a big indicator of a culture shift in the wake of Iwata's death. Nintendo as a company was frugal to a fault. Blue ocean strategy and all that.

Now the company that never lowers prices, never sells at a loss, is saying "games aren't enough because they aren't forever money."
Miyamoto explained why Nintendo has made a serious push into making movies:

“Games eventually stop running when newer versions come out, but films remain forever.”

And you can trace this kind of thinking back in almost every scenario, where a desperate greed lays the foundation and it's too late to walk it back. So it just gets worse, and worse, and worse. Can't do the right thing because the right thing costs too much money. Can't let the line go down.
And what's Google going to do? The garbage is now part of their operating costs. They can't get rid of it too easily because then the line goes down and the investors panic and the whole company enters a financial spiral. Load bearing garbage is now a foundational element to staying in business.
And, well, why have two ad units on your site when you can have six? Or eight? And sites making good Adsense money get better search placement, creating a feedback loop of garbage in, garbage out. Who needs to be useful when you can be profitable?
You could probably lay this directly at the feet of Google Adsense, which threw notions of quality control out the window years ago. In order to establish themselves, they took ads from just about anything, and instead of getting more prestigious, they got less. Money talks and garbage flows.
