I actually think that a species which instinctually develops high technology and space travel without being truly sapient is a really interesting premise! It’s just not how the Gorn are written in practice.
I mean, there *is* dialog in SNW that describes them that way, saying that their actions aren’t them choosing violence, just responding unthinkingly to biological triggers. But the rest of the time the writers treat them as malevolent.

It is as though a million followers suddenly cried out “Oh, honey” in unison, and then were suddenly silenced.
(Specifically, this is pointer variables in high-level languages. Yushchenko’s language, Address, was decently well known in the Soviet bloc, but programmers on our side of the Iron Curtain didn’t get anything similar until PL/1.)
