It's certainly normal for them to have traffic stop quotas, which should be illegal anyway. A quota for arrests is insane.
Is it normal for a police department to have ‘arrest quotas?’ As reported by Fox 11, the Glendora Police Department has an arrest quota of 1,700 people per year.

It also seemed like the NYPD wasn’t particularly upset about what demonstrators were doing! They were forceful and violent, but so much of their energy just seemed… rote? They didn’t show up until people had been blocking ICE for almost 2 hours lol and I suspect they were called, not directed.

A clarity of thought seemed pervasive through the crowd, not from training together or even knowing each other. I think it was having a shared goal that is inherently disruptive (block ICE) that made the steps to that end collectively understood and embraced.

It doesn’t hurt that there were massive dumpsters full of stuff for protestors to play with but the consideration to grab things at all - those instincts were like the guiding light of god shining down on people. It wasn’t chaos for the sake of it. It was tactical, strategic, intentional.

People refused to go easily with any order. You want us to move back? You’ll have to make us. Even the tiniest thing, like adjusting a barricade to latch into another one, was met with enthusiastic resistance. Cop pushing a barricade into people? Barricade gets pulled away from him.

I saw someone somehow manage to get pulled away from a swarm of cops trying to grab and piled on top of them, pulled away and disappeared into the crowd so quickly that the cop in charge said, baffled to another cop, “How’d he get away??”

Both were caught pretty flat footed and even when they deployed crowd control techniques, nobody really cared?? It wasn’t a surge of surprise and outrage at people being grabbed. It was a hefty “Fuck that and fuck you.”

Important for future
The vibe shift today is, I think, due to the fact that New Yorkers were on the offensive instead of the defensive.

Usually with protests, demonstrators have to defend the space, defend their right to march, etc. They get beat up and pushed around and antagonized into chaos and trauma.
