You can read it on the oregon legislature website and it exempts robotaxis from some equipment requirements and prevents local governments from regulating, taxing, or requiring a license for these networks

Yup, that's what happened in Colchester. M&S pulled out of the High St to a God awful carcentric retail park on other side of the city by the A12 with shit access for walking & cycling & no buses to it. Many people aren't happy about it.
