The case involved Ross punching out a man's window and tasing him while he attempted to drive away; the man shook him off his car, giving Ross injuries that required 33 stitches. The man called 911 to report that he'd been assaulted by ICE and was later convicted of assault on a federal officer.

According to DHS' own guidelines, lethal force is prohibited against a moving vehicle unless strictly necessary.
