Here is a FAQ sheet that will clarify what Portland City Council does and doesn't have power to do in relation to revoking the Macadam ICE permit.
TL;DR:
(1) CC cannot unilaterally revoke the ICE permit;
(2) CC cannot lean on PP&D to do it;
(3) the CC is exercising its authority in other ways.

Instead of blaming people for not voting, it’s far more useful to understand WHY they didn’t vote. Often when polled they say there’s not much of a reason, their vote doesn’t matter, etc.
