For my entire career, approps has worked backwards from toplines. A bad practice that artificially constrains spending and deprioritizes actual need. These three bills were done the very very very old-fashioned way. Would love to see more of that.

I don't understand the assumption that the administration will stop trying to defund SNAP, a program the USDA chief calls "corrupt," given how often the WH has ignored Congressional jurisdiction over funding. I don't know why the WH would stop pursuing something it's fighting in court right now...

i don’t play pundit and try to guess how stuff will play to voters whose politics generally make no sense to me, but if ending the shutdown was about the important business of getting SNAP benefits and air travel back online, it also rewards hostage taking in a way that seems pretty ominous to me
