If I were to grade this, this would be about average for a prime cut of rib-eye. The shop I work for charges at least 21 bucks a pound for this cut.
beef steak, roasts, brisket, and ribs are still under $8/lb if you buy from a local farmer. cut out the middleman, pay the people who grow your food

People gotta remember there's a huge industry built up around Beef, chicken, pork and lamb here in the US. I'm involved in the production and sale of it, have been for 10 years of my life. Up until this year I've never apologized as to how ridiculously priced items are.
