We, in the UK, have to blame the bamboo because otherwise people might remember that Grenfell was also caused by improper materials and we've done nothing to hold people to account.
2/ Yes, it may have been a minor contributing factor, but it did not cause the fire or help it spread. Bamboo is combustible, but not highly flammable. The real issue is likely the netting and sheeting, which appear not to have met specifications or been treated with fire retardant.
