she was not aware of any instances over the course of her career when there was a removal to
Australia or Romania of an individual who had absolutely no ties to that country. Such facts are significant because removal to a third country requires the affirmative assent of that country. See
8 U.S.C. § 1231(b)(2)(E)(vii) (authorizing removal, when removal to a country with which the noncitizen has specific ties is "impracticable, inadvisable, or impossible," to a "country whose
government will accept the alien into that country*).
More specifically, White testified that ICE has received no response from Australia or
Romania to the Forms 1-241 relating to Zavar, which were sent more than two months ago.
Notably, White acknowledged that although ICE typically sends follow-up inquiries after 30 to 45
days, she has no information showing that ICE has sent any such inquiries, or that it has taken any
additional steps to effectuate the removal of Zavvar to Australia, Romania, or any other country.
Consistent with this testimony, Zavar has submitted media accounts, unchallenged by
Respondents, reporting that Australian govemment oflicials have disavowed any knowledge of
the request to accept Zavar and instead have stated that there is no new agreement for the transfer

![Hello, my name is [name] and I'm a [transgender] constituent living in [City], Massachusetts. I'm calling to bring to Gov. Healey's attention the deeply alarming development coming from Fenway Health, in which they've recently announced they will no longer provide gender affirming healthcare to patients under the age of 19 in order to retain their federally recognized status. This is in utter direct violation of our state constitution, specifically Chapter 127, in which quote, "Access to reproductive health care services and gender-affirming health care services is a right secured by the constitution and laws of the commonwealth. Interference with this right, whether or not under the color of law, is against the public policy of the commonwealth." This is also in contradiction of Boston declaring itself a sanctuary city for transgender people, the resolution which states Boston has, quote, "a specific commitment to protecting transgender and gender-diverse individuals. Taxpayer-funded agencies shall not comply with federal efforts to strip resources that safeguard their rights.
