I think BC needs to threaten separation from Canada, as the only way to get something from Carney is to get him to appease you. (See the US and Alberta) He's not beholden to his promises or any ethical standards, and wants democracy in Canada about as much as 47 does.

The House of Commons UNANIMOUSLY passed the oil tanker moratorium in northwest B.C. in 1972 because they knew how sensitive the coast is and how dangerous the waters are. An oil spill there will be catastrophic. Economic development is one thing - being reckless and short-sighted quite another.

It's completely at their discretion. It last for 3 years, and can be extended for an additional 3 at their "discretion".
