One more reason why you need to abolish rather than only hold accountable:

Goal 1 of taxes: revenue

Even if 1 was maximized (doubtful, no one ever really says "I have enough"), 100 more behind them would love to take that next dollar instead, which leads to another goal of taxes: disincentivizing hoarding.
I think I'm willing to take that chance.
