In my reporting on “less lethal” projectiles in 2020, national police trainers told me that you should never try to skip them off the ground because you can’t control the trajectory. Also said never to use them for crowd control.
To illustrate, 40mm are on left, tend to look like blue foam. 37mm on right, like smaller black donuts intended to be skip-fired off ground. Both can main, but again 40mm seems worse.

You guys have no idea how good this car is for what we’re doing. You can lurk in alleys or behind parked SUVs. It drives like a go-cart. You’re three feet off the ground with exceptional visibility so I can pull snap u-turns or cut behind convoys

Folks are about to learn a lot about the Eighth Circuit (the federal appeals court the jurisdiction of which includes Minnesota).

It has 11 active judges; 10 appointed by Republican presidents (including four by Trump). And the one senior judge still hearing cases is also a Republican appointee.

In case this isn't obvious, "history" here also refers to the recent history of Republican states like Oklahoma or Texas approving religious charter schools or billion-dollar "school choice" accounts.
