In most rural areas population decline means that when their infrastructure goes, it probably will never return. And if it returns, it’s because the character of the place is changing eg with growing tourism or exurban development that increases population and supports new stuff. High stakes.

1. They will have a lot of time to process it- no spring crisis and autumn election like in 08 or 20. 2. Our parties have built very elegant minimum winning coalitions under current rules, getting votes needed for power and no more. But no reason that should continue to work.

The mechanism through which Trump is paying the troops is the most blatant large Antideficiency Act (ADA) violation in US history. It's also clearly willful. No one has been charged under the ADA before, but violations carry a two-year jail term. The statute of limitations is five years.
