Imagining a future where TXDOT shifts even 10% of its highway funding to provide and pay for service-based network planning and early design on CBD grade-separated rapid transit projects in Texas cities
I don’t think it’s that complicated actually. The cost of planning is actually quite cheap. Changing State/Federal programs, policy and procedure to shift to early service-based network planning would resolve this conflict.

this argument falls apart, however, when you know that the Texas Constitution legally mandates that TXDOT has to spend like 93% of its money on highways and road maintenance. Driving isn't a preference purely because people like it (though many do!) — it's a legally mandated one.

When I-35 first sliced through Austin, Texas, homes and businesses in the path of construction were forced to relocate. No archive was kept of the lives that the highway upended.

As TxDOT now moves to expand the interstate, photographer Liz Moskowitz records the stories of people being displaced.

That reminds me: "Don't Mess With Texas" was coined in 1985 as part of an anti-littering campaign. TxDOT owns the trademark to the slogan and sends cease and desist letters when people use the phrase in the general sense everyone's heard it used by/about Texans. en.wikipedia.org/wiki/Don%27t...
