Alphabet's Waymo doesn't actually manufacture any vehicles themselves.
They partner with Jaguar Land-Rover for much of their ride-hailing fleet.
They recently announced they'll be using cars from Chinese auto manufacturer Zeekr for expansion.
Previously they used Chrysler Pacifica minivans.

I think entirely too much about how California’s climate plan explicitly says that converting to EVs is not nearly enough to meet our greenhouse gas reduction targets so we need to reduce VMT 25% by 2030, and then we do basically nothing to try to achieve that goal

it definitely has the potential to be profitable, but $3b/year is a lot of burn to overcome, on top of countless billions already burned, and ride hailing isn't a super high-margin business. They'll get there, but it's the kind of long, slow slog that tech investors hate more than life itself.
